St. Paul's Housing to ReOccupancy RFPContrary to 42USC

Background

· On August 7, 2007, the HRA approved the Invest Saint Paul Initiative in Resolution 07-

08/08-3. The HRA has strategically acquired vacant and blighted properties in the ISP and

NSP areas for both housing and commercial reuse.

· On November 19, 2008 City Council approved the NSP Plan and its submission to HUD for

$4.3 million in funding. HUD approved the NSP Plan and funding.

· On January 26, 2009, the City Council approved the NSP Plan and its submission to

Minnesota Housing Finance Agency (MHFA) for $4.5 million in funding and received

MHFA approval for $6.3 million.

· On February 25, 2009 the HRA approved the following:

1. The inclusion of the Neighborhood Stabilization Program and Rebuilding Plan 2009-

2013 as a component of the Invest Saint Paul Initiative.

2. A budget amendment for interim use of ISP funds on NSP-eligible activities which could

later be reimbursed by HUD NSP funds.

3. The acquisition of strategically identified properties including acceptance of properties

donated to the HRA.
